When equipped with Vivatus Fides Scepter, reduces skill cooldown of Cart Tornado by 0.3 seconds,
increases Cart Tornado damage by 5% and Hell Plant damage by 7% per 3 refine rate of weapon,
if grade of weapon is C or higher, increases Hell Plant damage by additional 15%.
